Willard N Watson is credited with designing this cachet. His signature is on the back of the cover. However, the cachet has "R.M." and "WATSON" separated at the bottom. If you assume the two parts make up the name of the artist, it still does not come up with "Willard N Watson". If they are for two different names, who is "R.M."?
