Note: Courtesy of Richard Hoffner who states "When I was at the last convention in Texas, this dealer R. E. Wallace, had this cancel through out his cover stock. I had never seen it before until looking at his covers! Never! It appeared on anything that came back to him without a postmark, I guess his way of making the cover legitimate, canceled. I asked him about it, and he denied he put it on the covers. I only purchased one, because it was a Coast Guard cutter. But, saw it on many USN covers he had, all addressed to him. So, perhaps he should merit a page, with his "dumb" cancel. Rich"
